Every supplier carries a performance scorecard built from delivery, quality, and responsiveness events — computed on a schedule, not on every read, since it's checked far more often than it changes. Tiering (Preferred/Standard/Probation/Blacklisted) drives who's even eligible for routing.

Each supplier declares which regions it's legally allowed to ship into. A supplier that isn't compliance-eligible for the destination never enters the routing pool — a hard constraint applied before scoring, not a tiebreaker.
Capacity without race conditions
Capacity is decremented optimistically the moment an order is assigned, then reconciled on accept/reject — so two orders never route to a supplier who only had room for one.
